Zhongzheng Park occupies the high ground south of the harbor entrance. Its elevated position means the summit view encompasses Keelung Harbor's inner waters, the city's street grid, and the surrounding hills. The Buddha statue was erected in the post-war period and is clearly visible from below thanks to its white finish. The park trail system is well developed, with multiple rest stops from the base to the top; hiking time ranges from about 20 to 40 minutes depending on fitness level.
The summit vantage point is one of the most intuitive ways to understand Keelung's harbor topography. The spatial relationship between the port, the city, and the surrounding ridges is visible at a glance from the high ground — a striking contrast to the view from the flat waterfront. As evening approaches and the port lights gradually come on, the visual character of the scene differs noticeably from daytime.
