Songyuan Villa stands on Meilun Hill in Hualien City. Built in 1942, it originally served as the office of the Japanese Army's Hualien Port Military Affairs Department. The two-story washed-aggregate building is surrounded by a grove of century-old pine trees and commands a view of the Meilun River estuary and Hualien Port from its elevated position. It is now listed as a historic building of Hualien County and hosts regular art and cultural exhibitions, combining historical significance with a humanistic atmosphere.

The building was completed during the Pacific War and used as a military command facility. It changed hands several times after the war and fell into disrepair for a period. In the early 2000s, the Hualien County Government took over and restored the property, opening it to the public as a historic building. The washed-aggregate exterior walls, curved arcade corridors, and Japanese sliding-door layout have all been preserved in their original form, making this one of the better-preserved examples of Japanese colonial government architecture in Hualien City.
The most distinctive feature of the grounds is the old pine grove, which is as old as the building itself. The gnarled trees create a naturally open beauty across the sloping terrain. Looking out from the second-floor terrace, the sweeping arc of the Meilun River as it meets the sea overlaps with the Pacific horizon, offering a rare elevated vantage point in Hualien City.
